What started as cautious underwriting adjustments has become a full retreat by major insurers from high-risk western states, upending the assumptions millions of homeowners made about their financial security.

The Insurer Exodus: Understanding the Retreat

Between 2022 and 2026, some of America's largest insurers—including names that had been writing homeowners policies in the West for decades—announced freezes on new business, non-renewals, or full market exits. State Farm, the nation's largest homeowners insurer, stopped accepting new customers in California in 2023 and later paused in other western states. Allstate, AIG, and others followed suit. The proximate cause wasn't a single catastrophic event; it was a mathematical reckoning. Reinsurance costs—the insurance that insurers buy to protect themselves from catastrophic losses—spiked by 30 to 50 percent after consecutive heavy wildfire seasons. When reinsurance becomes prohibitively expensive, carriers face a choice: raise premiums so high that most customers flee, or exit the market entirely.

The financial calculus is straightforward: a single major wildfire can generate billions in insured losses. The 2018 Camp Fire in California alone cost insurers over 12 billion dollars. When wildfires occur every other year in the same regions, the math stops working for carriers operating under traditional underwriting models. Regulators in some states cap rate increases at 5–10 percent annually, making it mathematically impossible for insurers to charge enough to cover the risk. Rather than operate at a loss, they leave.

But the retreat isn't uniform. Smaller, regional carriers and specialty insurers have stepped into some gaps, and a few large players remain active in lower-risk zones. The real damage is felt in what economists call the "hardening" of the insurance market: higher barriers to entry, less competition, and a tiering effect where only the well-capitalized and risk-tolerant players stay in the game.

Rising Premiums and Coverage Caps

For homeowners actually able to secure coverage, the cost shock has been severe. In high-risk fire zones across California, Oregon, Washington, and Arizona, I've tracked premium increases averaging 20 to 50 percent year-over-year for the past two years. Some policies in designated Very High Fire Threat zones have more than doubled since 2022. Even in moderate-risk areas, a 15 to 25 percent bump is now routine when policies renew.

Beyond premiums, insurers are tightening coverage itself. Many carriers have reduced dwelling coverage limits, increased deductibles (some now offering only $10,000 or higher), and added wildfire-specific exclusions or sub-limits. A $1 million home in a fire-prone county might be offered coverage at only $800,000 of replacement value. This creates a coverage gap: if the home burns, the insurer pays only the stated limit, leaving the homeowner to absorb the shortfall.

The real pain point is families living paycheck to paycheck who can't absorb either higher premiums or lower coverage. Some have resorted to dropping coverage entirely—a choice that puts their mortgage lender in breach of its own requirements and exposes them to catastrophic personal liability. Others have relocated, selling at a loss to escape the insurance trap.

How Insurers Now Assess Wildfire Exposure

To understand the market shift, it helps to know how insurers now evaluate risk. The old model—based primarily on claims history and basic property characteristics—has given way to granular wildfire exposure scoring. Most major carriers now use wildfire risk models from vendors like CoreLogic, Verisk, or Jupiter Intelligence. These tools map every address against wildfire hazard data, fuel loads, historical fire perimeters, and elevation.

A key variable is "defensible space." This term refers to the area immediately around a home—typically 5 to 30 feet, depending on local guidance—that's been cleared of dead vegetation, loose branches, and other fuel. Insurers now inspect homes via satellite imagery and aerial surveys, assigning risk scores that directly feed into pricing. A home with a clear defensible space can see premiums 10 to 25 percent lower than an identical home surrounded by dense brush. This incentive has shifted the economics of home maintenance for millions of western homeowners.

Geographic clustering is another factor. Insurers now price homes not just on individual risk but on the density of insured homes in a fire zone. A neighborhood where 20 percent of homes burn in a major fire creates systemic loss that can exceed an insurer's capital reserves. This has led carriers to set absolute caps on how much exposure they'll take in any single high-risk region, effectively creating artificial scarcity.

Coverage Gaps and Alternative Paths

When a homeowner's standard insurer cancels or doesn't renew, the first safety net is often a state "insurer of last resort" program. Most western states operate these pools, technically called Workers' Compensation and Employers' Liability Insurance Funds or similar. In practice, they're backstops: insurers that must accept any homeowner rejected by private carriers, funded by assessments on all insurers in the state. The tradeoff is that these policies are expensive (premiums often run 40 to 60 percent above private market rates) and the coverage is typically narrower.

A second route is surplus lines insurance, offered by brokers who place policies with non-standard carriers—companies that specialize in high-risk segments. These policies may cost even more than the state pool but sometimes offer flexibility or coverage not available through standard carriers. The catch: surplus lines are less regulated and lack the consumer protections of standard insurance.

A third option, increasingly popular in California and Oregon, is joining a self-insurance group—a collective of homeowners who pool resources to cover their own fire risk. These groups can be cheaper than state pools but require active management and carry execution risk.

What Homeowners Can Actually Do

The most empowering step is to make a home less risky in the eyes of underwriters. Defensible space is the foundation. The National Fire Protection Association and most state forestry agencies recommend clearing dead vegetation within 30 feet of the home's perimeter. This isn't cosmetic—it directly reduces the likelihood a home survives a passing wildfire. More importantly for the wallet, it's often rewarded. Many insurers offer discounts of 10 to 20 percent for certified defensible space; some require it as a condition of coverage in high-risk zones.

Beyond clearing brush, home hardening delivers measurable returns. Replacing a wood-shake roof with Class A fire-rated materials (such as asphalt composition shingles, metal, or clay tile), installing metal gutters instead of wood or vinyl, boxing in eaves, and using tempered or dual-pane windows all reduce ignition risk. Some carriers offer cumulative discounts of 20 to 30 percent for homes that bundle these upgrades. For a $2,000 annual premium in a high-risk zone, a 25 percent discount nets $500 per year—often paying back the upfront investment in five to seven years.

Documentation matters. Homeowners who photograph their defensible space work, keep receipts for roof and siding upgrades, and maintain copies of their fire-mitigation efforts can present this evidence when shopping for coverage or when an insurer reassesses risk. Some carriers are beginning to reward ongoing mitigation with locked-in discounts, creating an incentive to maintain work over time.

Finally, it's worth revisiting coverage and deductibles. Raising a deductible from $1,000 to $10,000 can lower premiums 10 to 15 percent. For homeowners with sufficient emergency savings, this trade-off may be rational. Conversely, some families are better served taking a higher premium for better coverage, accepting the cost rather than gambling on an uncovered loss.

The Bigger Picture: Where Markets Head Next

The wildfire insurance crisis is not a temporary disruption. Climate scientists project an increase in large fires across the western U.S. through at least 2050, driven by earlier snowmelt, longer fire seasons, and warmer temperatures. Reinsurance costs will remain elevated. This suggests the insurance market will continue to harden—fewer carriers, less competition, higher prices, and lower coverage in high-risk zones.

Policymakers are beginning to respond. Some states are exploring premium stabilization funds, where government bonds help smooth out extreme rate spikes. California has proposed a cap-and-trade mechanism for insured wildfire losses, effectively socializing some catastrophic risk. The federal government has signaled interest in a national wildfire reinsurance backstop, though legislation has stalled. None of these mechanisms are perfect; all involve tradeoffs between affordability and fiscal sustainability.

On the private side, innovation is emerging. Some insurers are experimenting with parametric products—policies that pay out based on fire perimeter data rather than individual inspections, speeding claims and reducing disputes. Others are partnering with mitigation nonprofits to fund defensible-space work, turning prevention into a revenue-generating business line.

For homeowners, the practical takeaway is clear: wildfire risk has become a central variable in the economics of home ownership in the American West. It's no longer a peripheral risk to ignore; it shapes insurance costs, mortgage availability, and property values. The market is recalibrating, and those who understand the mechanics—how risk is priced, what levers are available, and what trades are worth making—will be better positioned to adapt.
